As an old Chinese saying goes, “Where there is a policy, there is a countermeasure.” As far as anti-corruption is concerned, the saying applies perfectly well. For example, when some upscale restaurants are frequently checked to combat corruption of some governmental officials, some corrupted of officials would hide themselves in the remote pubs to enjoy the slap-up cuisine. Some concerned officials would enter into fake divorce and leave all their illegal assets to their wife and children to cover their corruption. The corruption problems would never be truly resolved without substantial improvement in people’s quality through education.
